MFAN Situation Report: "Reading the Fine Print: How One Mozambican Nonprofit Helped Shape a Billion-Dollar Health Agreement"
WASHINGTON, D.C. — The Modernizing Foreign Assistance Network (MFAN) released today a new Situation Report, “Reading the Fine Print: How One Mozambican Nonprofit Helped Shape a Billion-Dollar Health Agreement." It highlights how Mozambican civil society organization N’weti, led by Founder and Executive Director Denise Namburete, also a member of MFAN, played a critical role in shaping a landmark 2025 bilateral health agreement between Mozambique and the United States. Drawing on decades of experience in public health advocacy and accountability, N’weti submitted detailed recommendations to strengthen the agreement – six of which were ultimately adopted – improving transparency, reinforcing national health systems, and elevating community health priorities.
The report underscores that civil society engagement is essential to designing effective, equitable, and sustainable global health programs. By bringing on-the-ground expertise, accountability, and community perspectives, organizations like N’weti help ensure that high-level agreements translate into real-world impact and better health outcomes.
However, the Mozambique case remains the exception rather than the norm. In most bilateral agreements, civil society participation is not systematically incorporated, as the U.S. government often leaves engagement up to partner countries. The report argues that expanding and institutionalizing inclusive participation will be critical to strengthening future agreements.
